Afternoon view from Time Beijing Bureau window

The Beijing Environmental Protection Administration recently trumpeted a major success on its website (link here; no English but you can see the Air Pollution Index Reading for the day on the right hand side: above 60 is considered unhealthy): achieving 241 "Blue Sky Days" in 2006. And yet days like this, the city enveloped in a reeking fog, are common. Something wrong with this picture? I don't think so......
