Reaching for the Heavens in Beijing; A New Day and a New Year

This is not a shot of China's latest space launch but the newly completed Guomao Phase II Tower lit up for the new year. Or possibly an SOS to an aliens who actually understand how our ailing economy works. There don't seem to be many of us earthlings around who fall into that category these days. As President Elect Obama said in an excellent recent interview for Time's person of the year issue, "economists are all over the map on this."
On a more optimistic note, here the tower and the CCTV headquarters bathed in the rosy, hopeful light of dawn on the first day of 2009. May it be a happy, healthy and possibly even somewhat prosperous one for all our readers.

CCP manipulates the incoming inflation first and points out a way for its people: investing in a new local CCP endorseded bond market to keep their wealth. A typically stick-and-carrot policy for its own taxpayers while the carrot is still in the air and probably would be sort of chemical-laced, but the stick is really big one.
The background for this text book case is the meltdown of China's share index, the incoming collapse of its realestate market, and a looming rot of its banking system. People of all level won't trust CCP anymore anyway. What's why we see some new industries like horse racing, lottery, authority-backed prostitution prevail in China, cause people's servants need to find other ways to raise fund and make sure it's well invested on some promising industries. While, unfortunately, all above mentioned items are way too far from bailing Bamboo Curtain out, what CCP really needs is something really big. So, here comes the Bond with all benifits promised, all Xanadu depicted, while with only one purpose to raise funds for the public servants, especially those high level ones.

Besides, figuring out the onging infight within the CCP is essential to predicting China in 6 months down the road. Namely, the Youth League Clique(YLC) versus the Hereditary Aristocratic Party(HAP).

Still, for the local Bond thing. CCP carried it out really recklessly this time, if not desperately, which means the party thirstily needs the money, just like every each party member does.
The only thing we knew till now is what we saw is just a beginning of the whole story and what actually will come is well beyond some guys' prediction. -
John2008obama, I think you overpraised the "Tianya(天涯)". Since a large part of Chinese netizens see it just as you, this forum is being censored much more severely, even than the others, and it's also been a stage for a variety of ugly Five-Jiao-Party(五毛党) performing at there everyday. I refuse such dirty place, though it sometimes expresses a slight, fearing being censor so getting most careful and implied voice from the people choked with silent fury. But it's far from braveness and justice. Anytime we can't forget that the CCP controls everything on the internet in China. All the websites they deem hurting their dictatorship have been blocked all, such as "The China Blog".

Waht I meant was the case on the economic side, focusing especially on the local fund raising, so I refered to that post on Tianya blog. Probably there're better sources of info about China, but from that post, if you've read it, you will know a lot of Chinese just like you express their thoughts, dissident ones majorly(90%+).We know, these days, gov. censors everything, but the truth is that post is still there. Five-Jiao-Party(五毛党) are almost everywhere, but seriously, only 2-3 seem like FJP talked back on that post.

按照既定计划,2月1日,由财政部代发的地方债券将正式挂牌发行。这表示,之前一直紧闭的地方发债发行即将在2月后有限打开。之前就有各方呼吁要地方债发行,但没有得到过明确的回应,此次为何会如此迅速的被提到日程上来呢?
业内人士表示,此次地方债提速开闸是为刺激地方经济而来,地方政府急需新的资金来源上马新投资建设项目。
为何提速?

“靠地生财”减少
为什么一直紧闭的地方债券会提速开闸呢?
万联证券宏观经济分析师孙亘表示,这与经济下滑的速度超出预期有关,地方政府需要资金迅速上马新的投资项目来提振经济,保持发展速度。
之前,中央政府经济刺激计划公布后,地方政府相继抛出各自的配套投资计划,总规模高达18万亿,远远超过中央公布的4万亿元的规模。这些钱从哪里来?靠中央财政吗?”
据悉,就光中央4万亿元刺激计划的资金构成,也有接近3万亿元是靠地方政府和社会资金配套。所以指望中央财政解决显然不可能。
“靠地方政府自己,也是力不从心。”孙亘告诉记者,地方政府一直“靠地生财”,但是现在房地产市场一直处在低迷状态,还未开始回暖,房地产市场低迷,土地就卖不出去,之前也有报道指出,广州市就有很多地块流拍甚至是无人来拍。土地卖不出去,地方政府资金来源就有问题。
“一方面是地方政府旧的大财源受阻,另一方面是地方需要靠投资新的项目来刺激经济,保持经济的稳步增长、稳定就业。这样一来,地方债券的发行就被加速提到日程上来了。”孙亘说。
为何不是地方直接发债?
1.代发或为缩短时间
据报道,此次地方债的操作层面上,在国务院核准的额度内,财政部将会通过发行国债的方式,按照批准的额度,将地方债券向社会发售,而在偿还环节,则由地方财政将到期本息按期缴送至财政部的专户,由财政部代为偿还。这次地方债不是由地方政府直接发债,而是由财政部代发。
孙亘认为是出于立法程序的考虑。“现行《预算法》中规定地方政府是不能举债的,也就是说如果地方政府要直接发行地方债券的话,就需要修改国家预算法,这样还要通过人大召开会议审议后通过,需要一个相当的过程,这就在时间上延误了政策的出台,这与之前所提到的地方政府需要资金来上马新的投资项目是相悖的。为了可以在短期内放行地方债的发行,所以采取由财政部代为发放的方式,不失为一个缩短进程的好办法。
2.将风险控制放在首位
“除了立法程序上的考虑外,地方债不容忽视的风险也是中央政府采用这个方式的原因。”孙亘补充道。“财政部对地方债的放行颇为谨慎。此次有限的打开,就是怕地方债放得太宽后会造成地方政府投资项目一拥而上的局面,可能会有很多现在不具备上马条件的项目也充斥其中,从而形成过度投资的后果,这样反而适得其反,对经济发展不利。”
孙亘认为,对地方政府所提出的18亿总规模的理解不应该是两三年而应该是四五年或是更长的时间,所以地方债的发行也要维持一种平衡。“这些地方债券发行所募集到的资金应该保证投放到那些可行的项目上,有经济效应或是社会效应的项目上,并不是说地方政府总共上报了18亿的规模,就放行这么多的地方债。”
3.相对存款收益更有保障
据悉,由财政部代为发行的地方债券,将通过招标承销机构的方式向社会发行,发行后的代发地方债券,将可以在银行间市场以及证券市场流通。意味2月以后一个新的投资品种可供普通投资者选择。
孙亘认为,中央政府此次发行这个地方债券就是希望社会资金、民间资金能够参与到其中来。如果单以投资来说,就要看其投资的项目前景和风险来看。不过这次地方债券由财政部代发,所募集资金的使用方式和使用渠道都会有严格规定,这些都是有力的保证。作者:我爱铅笔 回复日期:2009-1-2 15:49:14

货币等于债务,不管是银行的贷款还是法币还是政府债,都是债务,假如在发行地方债,加上央行明年的m2增发,那么明明是要推倒现行的金融秩序,重新确定货币对于实体财富的估价,这个结果是非常恐怖的。18万亿的地方债,相当于现有M2一半少一点,假如出现的话,通货膨胀率绝对不会低于30%。通货膨胀是一把双刃剑,假如能够逼迫消费,而且消费的增长,因为其它要素得到满足而超过通货膨胀,那么这种通货膨胀是有利的,反之,会引起投资和消费的收缩(预期收入增加速度低于通货膨胀率),然后一切都是在一个比较低点获得均衡,货币与实体财富的比值在比较高的一个点获得均衡。作者:gdtcsl 回复日期:2009-1-2 16:17:07

听说很多农民工的欠薪都是由地方政府的建设工程来的。。。如果能够发债券。。。可能这类民工和小企业的收入会得到一点保证吧。。。
毕竟比直接印钞票强。。。
另外,如果当地的政府能够注意发展本地经济。。。那他们的债券其实也很有投资价值呢。。。
